The Franklin County Corrections Center, known as the James A. Karnes Center, is a state-of-the-art facility designed to redefine correctional operations with a focus on rehabilitation and inmate well-being. Completed in multiple phases, the facility currently encompasses 1,285 rated beds within a direct supervision model and has achieved LEED Silver certification. Upon full completion, it will expand to over 1 million square feet, accommodating 2,800 rated beds, with a total project budget nearing $1 billion.
Recognized as a “Center for Innovation” by the National Institute of Corrections, the facility emphasizes a transformative approach from traditional “custody and control” to a “care and custody” model. This paradigm shift enhances inmate rehabilitation by addressing mental health, medical, behavioral management, and addiction issues within a supportive environment.
